Scottsdale is not one remodeling market — it is several. A remodel inside a guard-gated covenant community such as DC Ranch or Silverleaf follows a fundamentally different approval path than a project in Old Town, and both differ again from an unplatted North Scottsdale property. The design work is only half of what determines whether a project runs smoothly. The other half is knowing, before a single drawing is finalized, which body has to approve it and what that body expects to see.

This is the part of a luxury remodel that homeowners rarely anticipate, and it is precisely where a design-led advocate earns their position. Our design packages are assembled with the review process in mind from the first sketch — not adapted to it after the fact.

Covenant Community Design Review

Custom work within DC Ranch and Silverleaf moves through the DC Ranch Covenant Commission’s multi-phase architectural review before construction permits are issued. The process opens with a preliminary design submission — site plans, floor plans, elevations, and material selections presented for initial feedback. Once preliminary approval is granted, full construction documents follow, and those carry considerably more detail: landscape plans, lighting specifications, drainage, and construction staging logistics.

Silverleaf, the ultra-luxury enclave within DC Ranch, maintains one of the most exacting design review processes in Arizona. Its design vocabulary is specific and its material standards are premium. Paver lines, plant species, hardscape proportions, and lighting fixtures are all reviewed against a coherent neighborhood aesthetic. A design that is beautiful in isolation but inconsistent with that vocabulary will come back for revision.

One point deserves emphasis, because it surprises even experienced homeowners: HOA approval and a City of Scottsdale permit are independent of each other. Securing one does not secure the other. Both are typically required, and the community review generally needs to come first.

Do I need HOA approval as well as a City of Scottsdale permit?

In most cases, yes — and they are separate approvals. HOA design review does not replace a city permit, and a city permit does not guarantee HOA approval. In the covenant communities we work in most often, the sequence matters: the design package goes to the community design review body first, and city submittal follows. Planning that order correctly at the design stage is one of the quietest ways to protect a schedule.

How long does design review take in DC Ranch or Silverleaf?

Estate-level design and community approvals in these neighborhoods commonly run several weeks before any construction document is submitted to the city. Silverleaf operates one of the most detailed review processes in the state. The single biggest factor is whether the first submittal is complete — a package that answers the committee’s questions up front moves considerably faster than one that returns for revision.

What does the design review committee actually look at?

Far more than floor plans.
